Rosemary Winter-Scott OBE - IAIR Executive Director
From October 2009 to April 2015 Rosemary was The Accountant in Bankruptcy (AiB) and Chief Executive of the Agency which has responsibility for Scotland’s insolvency system. During her time in post she:

Conceived and developed the vision for a “Financial Health Service” in Scotland, which modernised the delivery services of debt relief and debt management for the people of Scotland through the implementation of an ambitious package of legislation (the Bankruptcy and Debt Advice (Scotland) Act 2014 and range of regulations).

Chaired of the International Association of Insolvency Regulators – reinvigorated the Association and hosting two successful conferences in Edinburgh and in the World Bank, Washington DC, gaining international acclaim.

Drove AiB towards full cost recovery (2013/14 – only 2% of our costs came from government funding compared to 60% prior to 2009) through a range of efficiency savings, smart procurement and ensuring an effective charging policy for our products.
Rosemary is a Fellow of the Institute of Directors and an experienced Board member whose roles have included:
- Board member of ACE – (Association of Chief Executives) - An Association that provides a support network for senior management within UK government arm’s length bodies.
- Convenor (Chair) of Jordanhill School - The school has a unique status being funded by a direct grant from the Scottish Government (it is not a local authority school, nor is it a private or independent school).
- Trustee of the Laurance David Wellwood Scott Trust - A Charitable Trust providing financial support to medical graduates for innovative study projects. Since April 2015 Rosemary has been (semi) retired and has taken on the role of Executive Director of IAIR, providing the secretariat services and main point of contact for the Association. She is also a member of Stratford Upon Avon Rotary.
